98年发售的《三国志6》对于现在玩家来说，已经是骨灰级的作品了。但是国内也有不少玩家正是从这一作开始接触真正意义上的《三国志》系列的，本作由DOS平台转向了Windows平台，画面达到了16色的高度。游戏中野战和城战的概念得以恢复，又增加了群雄年表、英雄回忆的功能。其独特的“天（挟天子以令诸侯）、地（各地专有的特色兵种）、人（有理想、有性格的武将）”系统为系列之后的变革打下了重要基础。99年初，这一代的加强版发售，又增加了一个短剧本模式。
